Roll Call photojournalist Bill Clark is among the winners in the 2024 White House News Photographers Association’s “Eyes of History” contest. His photo, from Feb. 2, 2023, showing then-Speaker Kevin McCarthy gesturing during a news conference in the Capitol’s Statuary Hall, won first place in the “On Capitol Hill” category.
