Why presidential budget requests are usually dead on arrival, explained

President Donald Trump will release parts of his budget request for the coming 2020 fiscal year at 11:30 a.m. on Monday. While the administration will tout the formality as a big deal full of big cuts, the president’s request will largely go ignored by Congress when they get to moving on the real federal funding action.
