Speaker Paul D. Ryan told reporters Tuesday he stands by the United States’ NATO allies and “all those countries facing Russian aggression.” “Vladimir Putin does not share our interests; Vladimir Putin does not share our values,” Ryan said a day after President Donald Trump met with the Russian president in Helsinki.
