Sen. Charles E. Schumer said Tuesday that Republicans inclusion of “poison pill” riders in the 2016 spending bill is putting Congress in danger of going passed the Dec. 11 deadline and causing “the second Republican-caused government shutdown in two years.” “We made great progress with the bipartisan budget agreement this fall,” Schumer said. “But if that was one step forward, the Republicans seem intent on taking us two steps back.”
