Senate Minority Leader Harry Reid slammed Speaker Paul D. Ryan on Tuesday for not ruling out the inclusion of policy riders on a year-end spending measure, later asserting that Democrats do not want any riders on an omnibus appropriations bill. “Democrats stand united against any shutdown riders that have no chance of being signed into law,” Reid said. “We’ve been in touch with the White House this morning on more than one occasion. The president agrees with what we plan to do.”
