Ryan’s remarks regarding use of the Hastert Rule as Speaker of the House, Minority Leader Nancy Pelosi warned Ryan that use of that rule would constrain his role as Speaker to the will of the “lowest common denominator” among Republicans in the House. “I hope the Speaker will not be constrained by that so-called rule,” Pelosi said.
